I believe this torso was a promo from 2017, it is ULTRA RARE to obtain. I've only been able to find 2 others best even available or out there ever. I have very little info about it otherwise. It was found while sorting pounds upon pounds of older parts and minifigs. It is on the grail list for many collectors. The torso itself is in great condition..I am not 100% sure the legs go with it, but it is the legs I found with the only pictures I could find of the figure. He has 1 of his arms also. You won't find this one again!.
